At the Tuscarawas Water and Sewer District, we are proud to have a dedicated team of professionals committed to providing exceptional service to our community. Our team works tirelessly to ensure the highest standards of water and sewer services for the Village of Baltic and surrounding areas.
Board of Trustees
Our Board of Trustees governs the district and meets quarterly to oversee operations and make key decisions. The Board consists of three members:
- Tom Gerber, President
- John Kelly, Vice-President
- Travis Hahn, Secretary
Operations Team
The day-to-day operations and maintenance of our facilities are managed by the Tuscarawas County Metropolitan Sewer District (TCMSD), under the leadership of the Sanitary Engineer. TCMSD is responsible for ensuring the smooth operation of our water and sewer systems, as well as providing billing and customer care services.

- Superintendent: Justin Angel
- Operations Team: The TCMSD is staffed with numerous Ohio EPA certified water and wastewater operators, as well as support staff.
- Customer Service Team: TCMSD’s friendly and knowledgeable customer service representatives are here to assist you with any inquiries or support you may need.
